EBA met all milestones on time or early for VISN1. [They] set the example for other contractors. I wish we could get our other vendors to work with us like EBA does… Since EBA is very familiar with our operations, they were able to anticipate our risks and weaknesses ahead of time and either outright eliminate them, or reduce them to manageable issues. EBA showed up with the right staff and the right solutions to our problems. There were changes, but we expected those changes. EBA was versatile enough to rotate key staff in and out of the project in order to maximize efficiency. We were kept in the loo on staffing issues every step of the way. Strong Points: 1. Being able to anticipate our needs before we knew what we needed. 2. Being sophisticated enough to show us what we needed without making us feel inadequate or unprepared. 3. We dealt with some very complex processes and some very difficult personalities. EBA’s ability to maneuver through these bureaucratic minefields is the reason that VISN 1 has been so successful with this project.

EBAs experience drafting the USVA Community Center Guidelines and their previous experience with the design of assisted living communities were excellent assets to bring to the design team…This design was reviewed by the USVA State Home Construction Grants Program and approved without changes and with only one comment praising the layout as a well-planned design for such a large facility…Ernest is an excellent communicator and listener who can turn a design charrette exercise into an enjoyable experience while extracting the owner’s directions and wishes and turning them into realities. It is my pleasure to recommend Ernest and EBA to provide excellent architectural services to anyone seeking such services.

Wanted to take a moment and let you know that your firm’s performance on our Maryland Department of Transportation (MDOT) on-call contracts has been well received… EBA has been very responsive to URS’ needs for support under these contracts, as well as the needs of our clients. We have appreciated your architectural design support on several of MDTA’s new Police/Maintenance Facilities, as well as support on numerous renovations and code upgrades associated with MDTA, SHA, and MVA facilities. Your ability to provide construction inspection staff for tasks has been important, as well as the ability to provide project managers for design management support related to SHA tasks. Thanks again for your continued support and services to URS and our valued clients.

“Excellent Customer Client relationship. EBA provides all base contract required submissions and fully engaged in the competitive process… Given what I know about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.” Interim Contract Review for the East Regional Area IDIQ
